Indian Wars Congressional Medal of Honor Recipient. He served as a First Sergeant in Company G, 1st United States Cavalry. At the Chiricahua Mountains, Arizona Territory, October 20, 1869, First Sergeant Oliver with a group of troopers engaged a band of Apache Indians in what was known as "The Campaign of the Rocky Mesa". For bravery in action, he was awarded the Medal of Honor on February 14, 1870.
