DATE OF MOH ACTION: 11/05/1898 Cienfuegos, Cuba.

 

Spanish-American War Congressional Medal of Honor Recipient. He served in the United States Navy during the War with Spain as Landsman on board the USS Nashville. He was awarded the CMOH for his bravery during the operation of cutting the cable leading from Cienfuegos, Cuba, on May 11, 1898.His Medal was awarded to him in July 1899. His name is spelled "Rilley" in his CMOH records.

Facing the heavy fire of the enemy, Rilley displayed extraordinary bravery and coolness throughout this action
